Start by identifying businesses with the strongest need signals rather than trying to cold-pitch everyone. The most receptive prospects have obvious online visibility gaps: they show up in local search results with incomplete or outdated Google Business profiles, have no website at all, or have websites that are clearly broken or from 2010. Run local searches in your target industries and look at the Google Maps pack—businesses that appear with no website listed, minimal reviews, or sparse information are actively losing customers. You can also search industry-specific directories (plumbers, electricians, contractors, salons, dental practices) and note which businesses are completely absent from them. These gaps are concrete problems you can point to in your outreach.

Focus on industries with high local search intent and transaction value. Services like HVAC, roofing, plumbing, legal services, dental practices, real estate agencies, and home services generate consistent client acquisition searches. These business owners understand they need customers and are more likely to invest in web presence than, say, a hobby business. Check your own area's Yelp, Google Maps, and industry directories—any legitimate business getting client inquiries through those channels is already losing money by not having a proper website. You can also look at local construction projects, new business licenses filed in your area, or chamber of commerce membership lists to find recently launched businesses that haven't yet invested in web presence.

Use tools strategically but don't rely on them exclusively. SEMrush, Ahrefs, or similar platforms can help you identify local businesses with zero organic traffic or weak online presence, but manual prospecting often works better. Build a spreadsheet of businesses in your target industries, note their current web situation, and prioritize those with obvious problems. When you reach out, lead with specific observations—"I noticed your Google listing doesn't show your service area or hours" is more compelling than generic templates. Consider partnerships with complementary service providers (accountants, insurance agents, business coaches) who already know small business owners and can refer you. This approach yields higher-quality leads than buying lists or running ads to undefined audiences.
